Community Fibre picks Luminance for contract management

Community Fibre has selected Luminance's artificial intelligence platform for contract management and procurement, with the rollout intended to support the broadband provider's next phase of growth.
Under the agreement, Community Fibre will use the system to centralise contract information, review inbound supplier agreements, and track obligations, renewals, and supplier commitments across the business.
The move addresses a procurement and commercial workload shaped by a broad supplier base spanning civil engineering, technology, software, and professional services. Community Fibre handles a high volume of contracts and was seeking to improve efficiency, standardise commercial positions, and increase visibility over contractual obligations.
The decision also reflects a wider shift among procurement and commercial teams towards AI tools that help manage contract volumes while maintaining governance and limiting additional administrative work.
Contract focus
Community Fibre operates one of London's larger full-fibre broadband networks and has expanded beyond the capital into parts of Surrey and Sussex. It says it has passed 1.4 million homes in and around London, with more than 185,000 London-based businesses within 200 metres of its network footprint.
That scale brings a large supply chain and a steady flow of supplier agreements, increasing pressure on procurement teams to review terms consistently and monitor commitments over time. The new platform is expected to provide a clearer view across contracts while reducing manual processes.
In practical terms, the software is intended to support frontline review work as well as broader oversight. Community Fibre says this should streamline decision-making and strengthen governance as the business grows.
It also expects the system to support any future due diligence by making contractual data easier to locate and assess, pointing to a role beyond day-to-day procurement and into broader corporate and operational reviews.
AI adoption
Luminance sells AI software for legal and contract workflows and says its platform is used by more than 1,000 organisations in more than 70 countries. The company was developed by AI specialists from the University of Cambridge.
Its software is designed to automate parts of contract creation, negotiation, risk review, and compliance work. In this case, Community Fibre is focusing on contract intelligence and procurement rather than a full legal workflow overhaul.
Mike Brooman, Procurement Director at Community Fibre, outlined the rationale for the adoption.
"Since Community Fibre was founded, we've built a lean, fast-moving and highly adaptive culture," said Mike Brooman, Procurement Director at Community Fibre.
"As we continue to grow, AI represents a natural next step in helping us deliver even greater value to the business while maintaining an efficient operating model. Luminance stood out as a mature, enterprise-ready platform that fits naturally into the way our teams work. The Luminance team has also been outstanding throughout the process, constantly sharing expertise and ensuring we achieve maximum value from the platform."
The comments reflect a common calculation among fast-growing infrastructure and telecoms companies: adding headcount is not the only way to handle operational complexity. Digital tools are increasingly being used to bring consistency to supplier management and contract handling, especially where project delivery depends on multiple external partners.
Operational pressure
For broadband network operators, procurement is closely tied to execution because build programmes depend on contractors, equipment providers, software suppliers, and specialist advisers. Contract terms can shape costs, delivery times, service levels, and renewal risk, making visibility across those arrangements more important as networks expand.
Community Fibre says the platform will create a central source of contractual intelligence across the business, bringing together contract data that may previously have sat across separate teams or systems in a more searchable format.
Luminance Chief Executive Officer Eleanor Lightbody said the deal reflected growing use of AI in operational functions beyond traditional legal departments.
"Community Fibre is a fantastic example of a highly successful business embracing AI to support operational scale and efficiency," said Eleanor Lightbody, Chief Executive Officer at Luminance.
"Their focus on creating a centralized source of contractual intelligence while empowering teams to move faster aligns perfectly with our mission to help organizations transform contracts from an administrative burden into strategic business assets."
Community Fibre also provides free 1 Gbps full-fibre broadband to more than 700 community spaces across London, alongside consumer services offering speeds of up to 5 Gbps and business packages of up to 10 Gbps.
