Pagabo launches ImpactOS to track social value delivery

Pagabo Group has launched ImpactOS, a platform for managing social value commitments and reporting. The system is designed to link local needs analysis with procurement, project delivery and measurement.
The product combines Pagabo's existing Loop software with an impact reporting tool acquired by the group. It is aimed at organisations that need to set social value targets in tenders, track delivery through supply chains and demonstrate what has been achieved in local communities.
Social value requirements have become more prominent in public procurement, with government policy placing greater weight on employment and skills outcomes. At the same time, devolved authorities and local councils are paying closer attention to local priorities, increasing pressure on contractors and public bodies to show that commitments reflect conditions in specific places.
ImpactOS is structured to cover planning, procurement, delivery and reporting in a single workflow. According to Pagabo, the platform uses local needs analysis based on verifiable sources to help users identify neighbourhood priorities and connect them to contract commitments and investment decisions.
The system also allows organisations to tailor socio-economic metrics for different stakeholders and apply weightings that reflect government policy. It is intended to reduce the administrative burden of social value management by bringing different stages of the process into one system.
Pagabo is positioning the launch around a gap between promises made in bids and evidence of delivery once projects are under way or complete. The issue has become more visible as social value scoring has grown in importance across public sector procurement and reporting expectations have increased.
Amman Boughan, Group Chief Executive Officer at Pagabo Group, said: "Today, commitments are too often made without understanding what a specific neighbourhood actually needs, while measurement remains inconsistent across sectors. Meanwhile, the difference projects seek to make is simply not translating into the real world.
"Social value doesn't need to be complicated, but it must be meaningful and felt by the people living in the communities it is meant to serve. ImpactOS is the digital infrastructure for the next era of purpose-driven growth, acting as an operating system for social value by connecting disjointed practices and rooting everything in real-life outcomes.
"We're at a defining turning point. The challenge is no longer creating commitments. It's making the right commitments for the right places and then proving they were delivered."
The launch also extends the scope of Pagabo's Rail Social Value Tool, which was developed with the Rail Safety and Standards Board for the rail sector. The wider platform adds broader functions while retaining sector-specific use cases.
Policy focus
The launch comes against a policy backdrop in which social value is becoming more closely linked to labour market outcomes. Pagabo pointed to PPN 026, which places greater emphasis on good jobs and skills while still leaving room for environmental, wellbeing and other community measures.
That matters for organisations bidding for public work because social value commitments often need to be both measurable and locally relevant. A platform that connects data from the bid stage to final reporting may help procurement teams and contractors avoid a disconnect between headline pledges and practical delivery.
Boughan said: "The recent publication of PPN 026 has set a clear government priority on good jobs and skills, helping to evolve social value towards more meaningful outcomes for communities. But this doesn't cap ambition, and environmental, wellbeing and other community outcomes matter no less than before. What the PPN does is position good jobs and skills as a non-negotiable core. ImpactOS has been developed to support the creation and measurement of strategies with that in mind, while also aligning wider social value commitments with place-based need.
"Ultimately, it's about delivering better outcomes, and ImpactOS is powering that future by connecting fragmented processes and data to provide an added layer of intelligence. This enhances what organisations can do, moving them beyond reporting alone to managing social value more effectively from planning through to evaluation and creating more targeted, meaningful outcomes around operations."
