Persistent Systems has signed an agreement to integrate a team of more than 90 professionals from Estonian software engineering and IT consulting company Concise, expanding its presence in Eastern Europe.
The agreement is subject to closing conditions. Once completed, it will add delivery centres in Tallinn and Tartu and extend Persistent's nearshore delivery network for European clients.
The incoming team brings experience in software engineering and consulting across mobility, logistics, smart infrastructure and payments. The expansion is also expected to deepen Persistent's work with a strategic customer in the region's enterprise mobility segment.
Regional growth
The deal comes as companies increase spending on AI-enabled operations and digital infrastructure, driving demand for suppliers that can update core systems, meet governance requirements and provide regional delivery support alongside global operations.
Estonia has become an attractive base for technology groups seeking access to engineering talent and a digitally advanced operating environment, making it a suitable addition to Persistent's wider delivery network.
The expanded Eastern European presence is expected to strengthen Persistent's work in AI-led product engineering, distributed systems and cloud-native technologies. The Estonian team also has experience building and scaling platforms used in real-time, high-volume environments.

Team integration
Concise is headquartered in Tallinn. If the transaction completes, its team will become part of a larger international organisation.
